'day of anger' rallies fall short

KALININGRAD, Russia — Russians held relatively small demonstrations across the country on Saturday to call for the ouster of Prime Minister Vladimir V. Putin, seeking to mobilize discontent over a faltering economy, rising prices and government officials perceived as unresponsive to average people.

Organizers, after weeks of appealing for support for a “Day of Anger,” had hoped to bring out tens of thousands of protesters from Vladivostok on the Pacific coast all the way to Kaliningrad, here on the Baltic Sea. But turnout fell short of their predictions. ...

The Kremlin clamped down on many of the protests by using the security services to put pressure on opposition groups and by offering to make minor concessions. In several cities, including Kaliningrad and Moscow, the authorities refused to allow demonstrations in central locations, though people tried to flout those bans.

State news media devoted little if any attention to the demonstrations, and the Kremlin publicly ignored them. Two mainstream opposition parties, considered to be under the Kremlin’s control, did not take part.

Russia has fared poorly in the financial crisis, and polls show that people are worried about unemployment and their ability to make ends meet. Even so, it does not appear that there is widespread backing for the ouster of Mr. Putin and his protégé, President Dmitri A. Medvedev. They remain somewhat insulated as people have focused their dissatisfaction on regional officials, who are typically appointed by the Kremlin.

Mr. Putin’s governing political party dominated regional elections this month, though it did suffer setbacks that could indicate displeasure on the economy. ...

A Moscow police spokesman said 70 people were detained after 200 tried to hold an unsanctioned rally.

A UK court has frozen £425m held in UK bank accounts by Rosneft to enforce payment on a claim by a former affiliate of Yukos, the bankrupt Russian oil group that was controversially taken over by the Russian state oil company earlier this decade.

Yukos Capital, a Dutch-based company, confirmed yesterday that a London court had frozen £425m held by Rosneft in the UK to enforce payment on a $389m loan Rosneft took on when it swallowed up Yukos, including fines and interest.

Rosneft said it considered the UK injunction "groundless and is taking all necessary steps to protect its property in courts". ...

Executives and shareholders of Yukos have been locked in legal battle with Rosneft since 2004 when the state oil company took over most of group, run by Mikhail Khodorkovsky, and began the process of bankrupting it over more than $33bn in back tax claims. They have vowed to pursue Rosneft and the Russian government with "a lifetime of litigation". ...

The UK freezing order enforces a ruling made by a Dutch court last year that ordered Rosneft to pay $389m to Yukos Capital, as payment for a loan that the Dutch-based affiliate made to Yukos's main production unit Yuganskneftegaz in 2004. Rosneft later took over Yugansk in a forced sale later that year.

Russia on Friday said that Iran was letting the opportunity for dialogue with the international community slip away and warned that the Islamic Republic could face new sanctions.

Foreign Minister Sergei Lavrov's remarks, after a meeting between President Dmitry Medvedev and U.S. Secretary of State Hillary Clinton, appeared to indicate frustration with Iran over its failure to allay fears about its nuclear program.

But they fell short of support for the "aggressive sanctions" President Barack Obama has said Washington would pursue, and Lavrov suggested Iran's nuclear activities pose no imminent threat.

"The reports that the IAEA director general publishes on a regular basis contain very precise assessments that do not give reason for any sort of alarm," Lavrov said through an interpreter.

"But that does not mean that we are satisfied with Iranian actions," he said. "What we see is that they are letting the opportunity to establish normal, systematic, mutually beneficial dialogue with the international community slip away."

"As President Medvedev has said, sanctions rarely work, but situations can arise when they are unavoidable, and we do not rule out that such a situation may arise in relation to Iran," Lavrov said, Interfax reported.

MOSCOW – U.S. Secretary of State Hillary Rodham Clinton and her Russian counterpart clashed openly Thursday over the planned launch this summer of Iran's first, Russian-built nuclear power plant, highlighting a split in views over how to steer Iran away from nuclear weapons.

Clinton did not criticize the long-delayed project directly but said the Obama administration is opposed to the timing of the nuclear plant's startup. Russian Prime Minister Vladimir Putin announced the summer startup plans on Thursday, shortly after Clinton arrived for a two-day visit. ...

Putin's announcement adds another complication to the already long list of issues on which Clinton and her Russian hosts don't agree. Clinton is seeing Putin on Friday.

At a news conference with Foreign Minister Sergey Lavrov after talks on a wide range of issues, Clinton told reporters that Iran, while entitled to the peaceful use of nuclear energy, must reassure the world that it is not trying to build a nuclear weapon.

"In the absence of those reassurances, we think it would be premature to go forward with any project at this time, because we want to send an unequivocal message to the Iranians," she said.

Lavrov forcefully asserted that, whatever the U.S. concerns, his country will finish its work on the Bushehr nuclear power plant shortly.

"The project will be completed," Lavrov said. "We are now in the final stage, and this nuclear power plant will be launched. It will be put into operation, it will be functioning, producing power." He added that the plant will operate under strict compliance with requirements of the U.N.'s nuclear watchdog agency.

Lavrov and Clinton also asserted to reporters that U.S.-Russian negotiations on a new treaty to reduce long-range nuclear weapons are close to completion. The accord would replace the 1991 Strategic Arms Reduction Treaty, or START, which expired in December. ...

Managers of bankrupt oil giant OAO Yukos have won injunctions in U.S. and British courts seeking the seizure of property from Russian oil major OAO Rosneft--a sign that Yukos's legal battle against the Russian state is far from over.

The injunctions were part of efforts to enforce a ruling by a Dutch court last year which ordered Rosneft to repay a $389 million debt to Yukos Capital S.a.r.l., a liability the company took on when it acquired Yukos's oil-producing assets in a government auction in 2004.

Rosneft said the decisions have had no effect on its operations, and that it was continuing to meet its export commitments. It said it would appeal both rulings.

But one person familiar with a company that trades with Rosneft said the courts' action was having an effect. "It's made it more complicated to pay them for exports," he said. ...

In a statement, Rosneft said Yukos Capital had sued Rosneft in a federal court in New York State in February and won a temporary injunction that stopped the company making and receiving payments. Rosneft later managed to lift the ban.

In a hearing on March 17th the court said it had no jurisdiction to rule in the case unless Rosneft had assets in the state of New York, and gave Yukos Capital 60 days to find them--otherwise the case would be dropped, Rosneft said.

The company also said that Yukos Capital had won an injunction in a London court on March 11th freezing Rosneft assets in England and Wales.

"Rosneft considers this order to be groundless and is taking all necessary measures to protect its interests in court," the Rosneft statement said. It added that the amount of property the court had frozen "is not significant for Rosneft's commercial activity and cannot influence the company's ability to fulfil its obligations." A Rosneft spokesman said the amount was roughly $400 million.

Отставка адмирала Тенюха с поста командующего ВМС и назначение на эту должность его первого заместителя, вице-адмирала Виктора Максимова вызвали еще при «подготовке» этих событий горячее обсуждение не только в военной среде, и не только в Украине.

Российские СМИ возрадовались: адмирал Тенюх снят за проукраинскую позицию по Черноморскому флот у и за «нехорошее» отношение к России! ...

Откуда у российских трудяг пера и клавиатуры это ликование по поводу назначения страстного «русофила» адмирала Ежеля министром обороны, как и якобы не меньшего «друга России» адмирала Максимова командующим ВМС (вместо «нехорошего Тенюха) – понять невозможно.

Анекдот в том, что в свое время все те же российские СМИ (в частности, «заточенные» под Крым), поносили адмирала Ежеля почем зря, обвиняя его… в «русофобии». А именно – негодуя по поводу требований Ежеля пересмотреть украино-российскую договорную базу по ЧФ, вернуть Украине объекты гидрографии, Матросский клуб и Дом офицеров флота в Севастополе. В памяти остались лишь идиллические картинки совместных парадов ВМС Украины и ЧФ РФ, во время которых президенты двух стран сидели на одной трибуне.

Та же история и с адмиралом Максимовым. Когда на День Вооруженных Сил Украины в декабре 2008 года вице-адмирал Виктор Максимов Указом Президента Украины «за весомый личный вклад в укрепление обороноспособности и безопасности Украины, образцовое выполнение воинской обязанности, высокий профессионализм и по случаю 17-й годовщины Вооруженных Сил Украины» был награжден орденом Данила Галицкого, те же российские журналисты бушевали: «Участник скандала на Графской пристани получил от Ющенко орден»! Мол, да это же тот самый адмирал Максимов, из-за которого возникла резонансная потасовка в Севастополе между пророссийски настроенными гражданами и украинскими военными моряками! ...

…Так что, увы, адмиралов Ежеля и Максимова назвать безудержными «русофилами» несколько проблематично. Более того: Максимов является соратником (в версии российских комментаторов это, очевидно, должно звучать как «соучастником») нехорошего «русофоба» Тенюха. ...

MOSCOW — U.S. Secretary of State Hillary Rodham Clinton on Thursday opened two days of talks with Russian leaders on nuclear arms control and other security issues and was meeting separately with top international diplomats on the outlook for bringing Israel and the Palestinians back to peace talks.

Clinton arrived in the Russian capital after an overnight flight from Washington and was to be joined by the Obama administration's special envoy for Mideast peace, George Mitchell, for talks with diplomats from Russia, the European Union and the United Nations. They were discussing the crisis in U.S.-Israeli relations and stalled efforts to restart Mideast peace negotiations.

Clinton was meeting one-on-one with Russian Foreign Minister Sergey Lavrov, and the two were then dining with their U.N. and E.U. colleagues. Together they form the so-called Quartet of Mideast peacemakers; they are scheduled to hold formal talks on Friday.

The top U.S. diplomat will also see Russian Prime Minister Vladimir Putin on Friday, a last-minute change of plans. Clinton's staff had earlier told reporters that no meeting with Putin was planned because he was scheduled to be out of town. That session will be in addition to one already set with Putin's protege, Russian President Dmitry Medvedev.

The Quartet meeting was intended to lend support for the start this week of indirect talks between the Israelis and Palestinians. But those talks fell apart before they began, a casualty of Israel's provocative approval of new housing in east Jerusalem. ...

Clinton's trip also was focusing on another high priority on the Obama administration's foreign policy agenda: nuclear arms control. ...

MOSCOW, March 17 (Reuters) - Managers of defunct Russian oil firm YUKOS have won injunctions hitting payments by foreign customers to state oil major Rosneft, jeopardising delivery of up to a fifth of Russia's oil exports, sources told Reuters. ...

Rosneft declined to comment on the injunctions but trade sources said they were part of a protracted legal battle between YUKOS and the Russian government. Moscow dissolved YUKOS in 2007 after hounding the company for massive back tax claims and most of its assets ended up with Rosneft. ...

Rosneft produces and exports over a fifth of Russia's overall crude volumes and its rapid growth has helped the country outpace Saudi Arabia as the world's largest oil producer.

"Even if Rosneft manages to solve this shortly, investor risk perception around the company may make a more permanent shift," Ron Smith, head of Russian Research at Cheuvreux, said.

Industry sources said the injunctions had been issued this month and last month and relate to a Dutch court decision last year which ordered Rosneft to pay $389 million to a YUKOS unit, YUKOS Capital.

Claire Davidson, a spokeswoman for the former management of YUKOS, said Rosneft had not made the payment ordered by the court and declined to comment on the injunctions.

Rosneft could solve the export payment problem by paying the sum ordered by the Dutch court, but that could have broader significance for other, much bigger cases related to the demise of YUKOS.

Former YUKOS managers, creditors and shareholders took Russia to Europe's top human rights court this month, accusing Moscow of destroying the firm through illegal, crippling tax demands. They are seeking a record $98 billion in damages.

conoco to halve lukoil stake: report

March 17 (Reuters) - U.S. oil major ConocoPhillips is close to announcing halving its stake in LUKOIL and will sell 10 percent of the Russian oil major within three years, a source close to the deal told Reuters on Wednesday.

"It looks most likely that on March 24 Conoco will announce that it is selling half its LUKOIL stake within three years. It seems they could not reach a deal with LUKOIL on the price of the share buyback," the source said, on condition of anonymity. ...

LUKOIL spokesman Dmitry Dolgov declined to comment on the report. Conoco representatives were not immediately available for comment.

Conoco bought into LUKOIL in 2004 and has gradually built up its stake to 20 percent, while also investing hundreds of millions of dollars into a joint production unit with LUKOIL in Russia's Arctic, Naryanmarneftegaz.

The partnership between LUKOIL and Conoco is seen as one of the most successful examples of cooperation between major Russian and U.S. firms, despite often rocky political relations between the two countries.

The source said Conoco and LUKOIL were likely to continue to co-own their Arctic joint venture, which produces around 150,000 barrels per day.

MOSCOW – Russia must defend its claims to mineral riches of the Arctic in increasing competition with other powers, President Dmitry Medvedev said Wednesday.

Medvedev said global climate change will likely fuel arguments between nations seeking access to energy and other resources.

"Other polar nations already have taken active steps to expand their scientific research as well as economic and even military presence in the Arctic," he told a session of the presidential Security Council.

Medvedev added that attempts have been made to limit Russia's access to Arctic resources, but he didn't name a specific nation.

"Regrettably, we have seen attempts to limit Russia's access to the exploration and development of the Arctic mineral resources," he said. "That's absolutely inadmissible from the legal viewpoint and unfair given our nation's geographical location and history." ...

In 2008, Medvedev signed an Arctic strategy paper saying that the polar region must become Russia's "top strategic resource base" by the year 2020.

MOSCOW – The top U.N. environmental watchdog has criticized Russia in a report to be released Tuesday for ignoring the effects that several construction projects for the 2014 Winter Olympics in Sochi will have on the region's unique wildlife.

In the report — obtained Monday by The Associated Press — the U.N. Environment Program says impact assessments undertaken by the government "did not take into account the cumulative ... effects of the various projects on the ecosystems of the Sochi region and its population." ...

The "Sochi 2014 Report of the UNEP 2nd Expert Mission" was based on the body's three-day trip to Sochi in January, which involved visits to various sites considered sensitive along the construction path of a combined road and rail link that connects coastal facilities with ones in the mountains.

The WWF and Greenpeace Russia say the chief environmental threat is to the Mzymta River, which the communications link is set to follow. Thousands of beech trees have been felled to clear the path for the link.

UNEP also said Sochi organizers were procrastinating on political decisions that would mitigate and compensate for the unwanted environmental fallout of the games. ...

March 15 (Bloomberg) -- Russia isn’t considering merging its South Stream gas pipeline to Europe with the rival European Union-backed Nabucco link, Energy Minister Sergei Shmatko said.

South Stream is “more competitive” than Nabucco, Shmatko told reporters in Moscow today. Paolo Scaroni, chief executive officer of Italy’s Eni SpA, Gazprom’s partner in South Stream, last week said combining the two pipeline projects would save time and money.

“We are not discussing these issues at all,” Shmatko told reporters in Moscow.

OAO Gazprom, Russia’s gas export monopoly, and Eni are equal partners in a venture to build South Stream under the Black Sea, shipping as much as 63 billion cubic meters of the fuel annually from Russia and central Asia to Europe. Rival Nabucco would deliver 31 billion cubic meters annually from eastern Turkey to Austria, bypassing Russia.

“The need to diversify energy flows to Europe is understandable; we think that Nabucco and South Stream are far from being competitors,” Shmatko said. “For the European consumer, the more gas the better, and more competition; but we are sure in terms of competition we are stronger.” ...

«Единая Россия» разгромно проиграла выборы мэра Иркутска. В восьми регионах, где проходили выборы в законодательные собрания, единороссы лидируют, но в большинстве случаев результат не дотягивает до 50%. Хотя в самой партии власти считают результат успехом, независимые эксперты говорят о провале ЕР. ...

Там кандидат от КПРФ Виктор Кондрашов более чем в два раза опередил выдвиженца «Единой России» Сергея Серебренникова. У Кондрашова после обработки более чем четверти голосов - 61,54% голосов, у Серебренникова — 28,48%.

Выборам предшествовала скандальная избирательная кампания, в ходе которой лидировавший по опросам самовыдвиженец (но член «Единой России») Антон Романов был снят с дистанции судом. В результате весь протестный электорат перешел к поддержаному коммунистами Кондрашову. В городе вообще активно оппозиционное движение. Georgia's opposition accused the government on Sunday of being behind a fake primetime news report that Russian tanks had entered the capital at the call of the opposition, causing widespread panic.

For many Saturday night viewers, the 20-minute report on pro-government Imedi TV thrust the country back to its five-day war with Russia in August 2008. ...

Imedi, which is run by a close ally of President Mikheil Saakashvili, did not hide the fact the report was in response to two opposition leaders meeting separately with Russian Prime Minister Vladimir Putin late last year and this month.

The aim, it said, was to demonstrate how events might unfold.

The opposition was furious, saying the stunt raised fresh questions over what international watchdogs say is state manipulation of news media under Saakashvili.

Government officials have denied involvement. Asked if Saakashvili was involved or aware of the report before it aired, his spokeswoman said she was unable to comment.

"Full responsibility for the preparation and the results of the report lie with the Georgian authorities, which have practically monopolised all television space in order to wage information terror on their own people," the opposition Alliance for Georgia said in a statement. ...

Imedi, originally an opposition broadcaster until police stormed the studios in 2007 at the height of protests against Saakashvili, apologised for how the report was presented.

Saakashvili also criticised the panic it caused, but said the scenario was not unlikely.

"It was really an unpleasant film, but more unpleasant is that fact the report was maximally close to what could happen or what the enemy of Georgia has in mind," local news agencies reported him as saying on Sunday.

The report underlined the stir caused by opposition politicians Zurab Nogaideli and Nino Burjanadze meeting Putin and calling for ties between the countries to be restored. ...

Сенсационную новость о вторжении российских войск и убийстве президента Саакашвили выпустил на ленту новостей "Интерфакс" в 19:37 мск. Агентство сослалось на грузинский телеканал "Имеди".

Через несколько минут телеканал пояснил, что эта информация была лишь возможным сценарием развития событий. Как сообщалось, в эфире прошел фальшивый "специальный репортаж о возможном развитии событий в Грузии в случае российской интервенции".

В репортаже без всяких предупреждений и вступлений было сообщено, что "сегодня утром в Цхинвали был совершен теракт против главы Южной Осетии Эдуарда Кокойты, после чего российские войска вторглись в Грузию".

В репортаже утверждалось, что президент России Дмитрий Медведев объявил, что Михаил Саакашвили террорист и Грузию необходимо освободить от действующего главы государства. ...

Программа продолжалась полчаса, и после сообщений "об ужасных бомбардировках аэропортов и морских портов Грузии" телекомпания, наконец, сообщила, что это был "специальный репортаж о возможном развитии событий".

Даже после окончания репортажа далеко не все поняли, что это была имитация. ...

КИЕВ (Рейтер) - Новый президент Украины Виктор Янукович всего за месяц консолидировал законодательную и исполнительную власть и теперь займется восстановлением отношений с Россией и поиском денег для наполнения пустующей казны.

Янукович сформировал большинство в парламенте, добился назначения своего давнего соратника Николая Азарова премьер- министром и получил правительство послушных соратников.

Новый премьер-министр назвал первоочередными задачами утверждение бюджета на текущий год, сокращение расходов, возобновление сотрудничества с Международным валютным фондом и снижение цен на российский газ.

Для завершения строительства "вертикали власти" тандему Янукович-Азаров предстоит еще сменить "оранжевых" губернаторов и представителей прежней власти в министерствах, говорят политологи.

По Конституции, губернаторы назначаются президентом по согласованию с правительством, и лишь после назначения Кабинета Янукович получил возможность сменить власть в регионах.

Контроль над регионами особенно актуален, учитывая возможность проведения досрочных парламентских выборов.

"Вопрос о досрочных выборах не снят, а лишь откладывается. Нынешняя правящая коалиция создана на сомнительной правовой базе, и этот вопрос еще будет предметом изучения Конституционного суда", - говорит ... директор аналитического центра "Пента" Владимир Фесенко. ...
